PHVIQ by NIAZOS Solutions PCN & fine management built in

One window to run your entire private hire & taxi rental business: compliant, automated, profitable

PHVIQ is PHV fleet management software for private hire, PCO car rental and taxi rental companies in the UK. It replaces the spreadsheets, inboxes and re-keying: vehicles, drivers, rent, PCN management, licensing, compliance, accounts and ROI per car live in one command centre, so your team spends its hours on exceptions, not admin.

The problem

Running a private hire fleet shouldn't take ten systems and a spreadsheet

Most PHV and taxi rental operators stitch the business together by hand. Every gap costs staff hours, missed deadlines or money you never see.

Too many systems

Fleet in one tool, fines in another, accounts in a third. Nothing agrees.

Spreadsheets everywhere

Rent, deposits and renewals tracked in files only one person understands.

Manual PCN transfers

Typing in every notice, finding the hire agreement and writing to the issuer.

Missed deadlines

A 28-day transfer window slips and the fine lands on the company.

Rent arrears

No clear view of who owes what, for how long, and who to chase first.

Licensing renewals

PHV vehicle and driver licences, plates and badges, each council different.

Documents expiring

Insurance, MOT, road tax and public liability run out without warning.

Accident admin

Reports, insurers, claims and recharges scattered across emails.

Accountants re-keying

Every payment typed twice, VAT pieced together at quarter end.

Which car makes money?

Revenue is visible. Profit, payback and utilisation per vehicle are not.

PHVIQ puts all of it in one window. Each record is entered once and flows to everything that depends on it: the hire, the driver, the fine, the ledger and the dashboard.

Fleet & vehicles

PHV fleet management that knows where every car is, and why

Every vehicle has one record: status, depot, mileage, the current hire, workshop history, compliance and documents.

  • Live status tabs for available, on hire, reserved, maintenance, off road and disposed.
  • Multi-company, multi-depot: filter by company and fleet across your group.
  • Each vehicle's page holds its hire, workshop, compliance, documents and violations.
  • Purchase, depreciation and disposal post to the ledger automatically.
What it replaces:the fleet spreadsheet, the whiteboard of who has which car, and a separate asset register.
PHVIQ Vehicles list with demo cars, their depot, mileage and status such as available, on hire, off road and maintenance
Vehicles list, demo data.
Drivers & onboarding

Driver management: every driver, contract and balance on one page

From first enquiry to an active hire, each driver's details, documents and money stay together.

  • Driver profiles with contact details, company, current contract and payments.
  • Compliance and activity tabs so licences and history are a click away.
  • Import drivers by CSV and let Bia's onboarding checklist guide set-up.
  • Share hire documents straight to the driver's portal.
What it replaces:paper driver files, email threads and a separate payments tracker.
PHVIQ driver profile for a demo driver showing an active weekly contract and a list of rent receipts with paid and pending status
Driver profile, demo data.
Hire agreements & rent

PCO car rental agreements, rent and deposits without the chasing

Set up a weekly or monthly hire once. PHVIQ raises the rent, records receipts and ages anything overdue.

  • Weekly or monthly hires with rent, deposit and payment frequency on the contract.
  • Receipts and receipt periods per vehicle and per driver, with "pay all unpaid".
  • Deposits held, applied, refunded or forfeited, each posting correctly to the ledger.
  • Arrears by age (0–7, 8–14, 15+ days) so you know who to chase first.

Agreements and e-signing

  • Agreements written for you from the vehicle, the driver, the hire and the actual handover (mileage, fuel, time, place and a damage diagram). Once issued, an agreement is frozen and later template edits never change it.
  • Signing built in: the driver confirms a one-time code, initials each section that needs it and signs. Your staff countersign. Every step is time-stamped.
  • A sealed PDF with a signing certificate listing every step, so any later change to the file shows.
  • 89 days at most per agreement, with a Renew button and reminders before the end date.
  • A read-only copy in the driver portal.
What it replaces:the rent spreadsheet, manual invoices, a deposits ledger kept on the side, and printing agreements to sign by hand.
A demo hire contract in PHVIQ with its weekly rent and deposit, and the agreement signed by the driver and countersigned by staff, with buttons for the sealed PDF, the certificate and verification

A signed hire agreement, and the driver confirming it's them on their phone. Demo data.
Handover, walkaround & maintenance

Vehicle check-out, walkaround checks and maintenance that keep cars on the road

Vehicle check-out and return, walkaround condition reports, maintenance jobs and the workshop, linked to the car and the hire.

  • Walkaround condition reports recorded against the vehicle at handover and return.
  • Maintenance and workshop: jobs by type, cars under maintenance, MOT and service due.
  • Contracts ending soon listed so the next handover is planned.
  • Repair costs post to the ledger and feed each vehicle's profit.
  • AI damage detection comparing check-out with return Coming soon

Signed handovers and return checks

  • Signed condition reports: mileage, fuel, time, location, the damage map and photos, signed by the driver and your staff at check-out and at return.
  • Check-out vs return, side by side: this hire's check-out damages are marked on the return map, so new or worse damage stands out.
  • One click to act: new damage can raise a recharge (with VAT where the company is registered) or open an incident, already filled in.
  • The driver sees both reports in their portal, read-only.
What it replaces:paper check sheets, phone photos in a camera roll, "was that scratch there before?" arguments and a workshop diary.
PHVIQ Rental and Fleet Operations dashboard with demo data: vehicles on hire, available, under maintenance, maintenance by type and hire contracts due to end
A demo handover walkaround on the driver's phone: mileage, time, no new damage, and a confirmation that the driver has signed

Incidents, accidents & claims

Fleet incident management, from first report to recharge

Report an accident once and manage the case through to closure: tasks, insurers, claims, council notifications and hirer charges.

  • A six-step incident report and an urgent queue of what needs doing next.
  • Claims with approvals: communications and proposed hirer charges need a human decision.
  • Council notification built in, with a manager-only "not reportable" option.
  • Recharge damage, excess and loss of earnings to the hirer, with VAT handled correctly.
What it replaces:an accident log in Excel, insurer emails and recharges worked out by hand.
PHVIQ Incidents and Claims hub with demo data: items awaiting approval, open incidents and claims, overdue tasks, an urgent queue and open claims by status
A demo incident on a phone: vehicle, driver at incident time, hire contract, council licence and insurance policy resolved automatically

Council licensing

Council taxi licensing, tracked from application to badge

PHV vehicle and driver licences run on dates and fees that differ by council. PHVIQ keeps each one moving and visible.

  • New applications and renewals for vehicles and drivers.
  • Payments and licence issued recorded, with licence fees posted to the ledger.
  • Licences and badges in one list, with PHV licence renewal tracking.
  • Expiring licences flagged on the Compliance & Risk dashboard.
  • Prefilled council email packs Coming soon
What it replaces:a renewal calendar, council portal logins in a notebook and missed plate dates.
PHVIQ Council Licensing dashboard with demo data: applications by stage, upcoming PHV licence renewals by council with readiness, and document health

Compliance & documents

MOT and document expiry tracking for the whole fleet

See what has expired, what is due in the next 30 days and which company filings are coming up, before they become a problem.

  • Expired items split into required and optional.
  • Due within 30 days for vehicle insurance, road tax, PHV / taxi licence, MOT and public liability.
  • Company filings due and upcoming maintenance in the same view.
  • Rent Angel by Bia chases expiring documents for you, within your approval rules.

PHVIQ Compliance and Risk Control dashboard with demo data: expired items, items due within 30 days, company filings due, upcoming maintenance and compliance items by type
Compliance & Risk Control dashboard, demo data.
PCN & fine management, built in

PCN and fine management that does the routine work, so people handle exceptions

PHVIQ reads each notice, finds the car, the hire agreement in force at the offence time and the driver, works out who is liable and tracks every deadline. Transfers, recharges and driver notices go out in bulk, from one screen.

  • OCR intake: drop PDFs, photos or scans; anything unclear goes to a review queue before it is saved.
  • Liability worked out per PCN: transfer to the hirer, pay and recharge the driver, or the company absorbs it.
  • Deadlines and a needs-action list, most urgent first, so nothing expires.
  • Bulk actions: transfer, recharge, mark paid and notify drivers for many PCNs at once.
  • Admin fees post to your books automatically when a driver is recharged.
  • Connects to your fines provider for transfers and status updates (see integrations).
What it replaces:typing in every PCN, hunting for the hire agreement, chasing drivers and hoping nothing expires.
PHVIQ PCNs inbox with demo data: drop zone for notices, tabs for due soon, needs action, awaiting issuer, recharge and closed, and three PCNs selected for a bulk transfer

Accounting engine

Fleet accounting software with a real double-entry ledger inside

Every money action posts automatically to its own nominal code, tagged by vehicle, driver and hire. Your reports always agree with each other because they read the same journal lines.

  • A detailed chart of accounts for hire businesses: rent, recharges, fees, deposits held, prepayments, vehicles at cost and depreciation.
  • Trial balance, profit and loss, balance sheet and aged debtors, consolidated or per company.
  • A VAT report for your fleet transactions, month-end close and period locking; recharges carry VAT when the company is VAT registered.
  • Vehicle purchase, depreciation and disposal, prepayments, opening balances and intercompany.
  • MTD-ready VAT: PHVIQ sends every fleet transaction to Xero, QuickBooks or Sage with its VAT code. Your overheads are already there, so you file the full VAT return with HMRC from your accounting package.
What it replaces:re-keying every payment into the accounts and a quarterly VAT scramble.

Bank reconciliation

Bank reconciliation for fleets, with Open Banking feeds

Bank lines arrive through TrueLayer and Yapily. PHVIQ suggests the match and explains why; you accept, split or park it.

  • Match to invoices, supplier bills, splits across vehicles, payouts and intercompany.
  • Suspense for unknown lines, then identify them later; or mark "already recorded".
  • Bank rules and keyboard shortcuts for fast review; auto-match rate shown.
  • Safe undo, and nothing ever posts twice.
  • Stripe and GoCardless payout feeds Coming soon

Xero, QuickBooks & Sage

Xero, QuickBooks and Sage integration: your accountant keeps their software

Push each company's books from the PHVIQ ledger to Xero, QuickBooks or Sage. QuickBooks is our preferred integration.

  • One active accounting system per company, so nothing is ever posted into two sets of books.
  • A guided "Switch to QuickBooks" (or back to Xero) carries over the mapping, creates missing accounts and posts opening balances.
  • VAT codes mapped automatically, with a sync log and counts of queued, failed and unmapped items.
  • Only administrators can switch systems.
What it replaces:CSV exports, manual journals and double-posting when you change software.

ROI & dashboards

A fleet ROI dashboard that tells you which car earns its place

ROI for the business and for each vehicle, from real ledger figures. Where a figure is estimated, PHVIQ says so.

  • Per vehicle: investment, profit to date, ROI %, payback in months (shown "~n" while projected) and net book value.
  • Per company: revenue net of VAT, operating margin, annualised fleet return and fleet book value.
  • Utilisation as days on hire ÷ days available, and arrears in true days past due.
  • Hire profit for each hire in the vehicles ledger report.

  • Incidents and fines linked to them.
  • Review and sign their agreement, then keep a read-only copy with the handover and return reports.

Bia AI assistant

Bia: the AI assistant for fleet operators that waits for your approval

Ask about your vehicles, arrears or a PCN in plain English. Bia answers from your PHVIQ data, streaming the reply as it writes.

  • "How many vehicles do I have?" "Which drivers are in arrears?" "Explain this PCN."
  • You decide what Bia may do: by default, anything Bia proposes to send or charge goes to Bia → Approvals first. You can allow specific low-risk actions, within caps.
  • Onboarding checklist that walks a new company through set-up.
  • Answers hire enquiries on WhatsApp, SMS, email and your website form, then hands over to your team to confirm. See the CRM

Rent Angel by Bia

Rent arrears and credit control for car hire, within the rules you set

Rent Angel is Bia's credit-control mode. It works your arrears list so your team doesn't have to start from scratch every morning.

  • Cases open and close from your money records: reminders stop the moment rent is paid, including after a bank match.
  • Your schedule: WhatsApp, SMS and email reminders, at most one a day, only inside your sending hours.
  • Replies are read for you: Rent Angel answers with the balance and how to pay, or notes a promise to pay for a person to approve.
  • People handle the hard parts: disputes, payment plans, hardship and complaints go straight to your team.
  • You choose how far it goes: off, shadow (it shows what it would send), draft for approval, or automatic.
What it replaces:a credit controller's morning of copy-paste texts and a list of who promised to pay.

Add the modules your fleet uses, when it needs them. Each one is labelled with where it stands today.

Save human hours

Fleet fines automation: give your team its day back

PCNs are the clearest example of hours lost to admin. Here's the model we use, so you can check the maths.

Illustrative example, not a customer result

A 200-car fleet receiving 100 PCNs a day

25–33 hrs staff time a day, handled by hand (estimate)
< 1 hr a day on exceptions, with PHVIQ doing the routine work (target)
Where "under 1 hour" comes from: confirming low-confidence OCR fields (about 5 min), one daily bulk-action batch (5–10 min), exceptions (about 15 min) and website-only or police notices (10–15 min): about 35–45 minutes a day. This is an illustrative model, not a measured customer result. Your figures depend on your volumes, issuers and processes.
Estimate

Your fleet: estimated PCN hours saved

≈ 24.3–32.6 hrs

estimated staff hours saved per day on 100 PCNs (by hand 25–33 hrs, with PHVIQ 0.6–0.8 hrs). That's roughly 121.5–163 hours over a five-day week.

PCNs/day = fleet × PCNs per car
hours by hand = PCNs × 15–20 min ÷ 60
hours with PHVIQ = PCNs × 0.35–0.45 min ÷ 60
saved = by hand − with PHVIQ

An estimate from the illustrative model above (100 PCNs a day = 25–33 hours by hand, 35–45 minutes with PHVIQ). Not a guarantee or a customer result. We'll model your real numbers in a demo.

Compliance & regulation, built in

Fleet compliance software that follows UK rules, and shows its working

Regulated businesses need controls, not promises. These are the rules PHVIQ enforces in the product today.

UK PCN liability rules

Document expiry

Insurance, MOT, road tax, PHV licences and public liability flagged when expired or due within 30 days.

Audit trails

FAQ

PHV fleet software FAQ: PCNs, accounting and set-up

What is PHVIQ?

PHVIQ is a one-window command centre for private hire (PHV) and taxi rental operators. It brings vehicles, drivers, hire agreements and rent, PCNs and fines, incidents and claims, council licensing, compliance documents and a full accounting engine together, so every action posts to your books automatically. PHVIQ is made by NIAZOS Solutions, a brand of AIZAINOS Ltd.

How does PCN and fine management work in PHVIQ?

PHVIQ reads each notice with OCR, matches the vehicle, the hire agreement in force at the offence time and the driver, works out who is liable and tracks the deadline. You can then transfer, recharge, mark paid or notify the driver for many PCNs at once.

How are PCN transfers sent to the issuer?

Through the fines provider you connect in PHVIQ. Complete PCNs sync automatically when they are saved, and their status is read back every 30 minutes. Supported providers are listed under Integrations.

Does PHVIQ charge the driver for the fine?

No. When liability is transferred, the driver is charged your admin fee only, not the fine itself.

Which accounting systems does PHVIQ work with?

Xero, QuickBooks and Sage. Each company has one active system at a time, so nothing is posted twice. A guided switch moves a company to QuickBooks, or back to Xero, with its account mapping and an opening balances journal.

Does PHVIQ submit VAT returns to HMRC?

No, your accounting package does. PHVIQ gives you a VAT report for your fleet transactions for each company and VAT period, and sends every entry with its VAT code to Xero, QuickBooks or Sage. You then file the full return, including your overheads, with HMRC from there. Once it is filed, mark the period as filed in PHVIQ to lock it.

How does bank reconciliation work?

PHVIQ connects to business bank feeds through TrueLayer and Yapily. Each bank line is matched to an invoice, a supplier bill, a split across vehicles, a card payout, an intercompany transfer or a payment already recorded. Unknown lines go to suspense, and any match can be undone safely.

What can Bia, the AI assistant, do?

Bia answers questions about your PHVIQ data in plain English, such as how many vehicles you have or which drivers are in arrears. Bia also answers hire enquiries on WhatsApp, SMS, email and your website form, then hands over to your team to confirm. As Rent Angel, Bia sends rent reminders on your schedule and stops when the rent is paid; disputes, payment plans and hardship go to a person. By default, anything that sends a message or touches money goes to Bia Approvals first, and you choose which low-risk actions Bia may do on its own.

Is there an app for drivers?

Yes. Drivers sign in to the PHVIQ driver portal, a web app that works on any phone. They see their vehicle, rent status, rentals, documents, incidents and fines, plus the hire documents you choose to share with them. They can also review and sign their agreement there, and keep a read-only copy with the handover and return reports.

Can drivers sign hire agreements electronically?

Yes. PHVIQ writes the agreement from the vehicle, driver, hire and actual handover data, including a damage diagram. The driver confirms a one-time code, initials each section that needs it and signs; your staff countersign. Every step is time-stamped, and the result is a sealed PDF with a signing certificate, kept read-only in the driver portal. Each agreement runs for 89 days at most, with a Renew button. PHVIQ records who signed, what and when.

Does PHVIQ handle hire enquiries and marketing?

Yes. The CRM brings WhatsApp, SMS, email and website-form enquiries into one inbox, with response deadlines, escalation and compliance alerts. Bia answers hire enquiries and hands over to your team, and Rent Angel handles rent reminders. Marketing shows where each enquiry came from and the cost per enquiry and per hire; you connect your own Meta and Google Ads accounts. A live stock feed and online reservations for your own website are available as an add-on.

How do you transfer a PCN to a hire driver?

For most council and TfL penalty charge notices, a hire company can transfer liability to the hirer when the hire agreement covers the time of the offence, includes a signed statement of liability, and the hire lasted under six months. The transfer has to be made within the time allowed on the notice, usually 28 days. PHVIQ matches each PCN to the vehicle, the hire agreement in force and the driver, works out who is liable and tracks the deadline. This is general information, not legal advice.

Is PHVIQ PCO car rental software?

Yes. PHVIQ is built for PCO car rental, private hire (PHV) and taxi rental companies in the UK. Weekly or monthly hires, rent and deposits, PCN management, council licensing, compliance documents, fleet accounting and ROI per vehicle all sit in one place.

What add-ons are available for PHVIQ?

Available now: PCN and fines management, a website built and run by the NIAZOS digital team, and a live stock feed with online reservations. Coming soon: ride-hail onboarding, trackers and telematics, an insurance hub and dashcam evidence. Coming soon add-ons are not available yet.

How much does PHVIQ cost?

There is a free 30-day trial for up to 10 vehicles. Starter is £29 a month + VAT for up to 10 vehicles, Pro is £79 a month + VAT for up to 50 vehicles and Enterprise is £199 a month + VAT for unlimited vehicles. Paying yearly saves about 20%. All prices exclude VAT.

How do we get started?

Import your vehicles, drivers and hires by CSV, connect your bank feeds and your accounting system, set your cutover date and opening balances, then go live. Bia's onboarding checklist walks you through each step, and we can show you everything first on a demo company loaded with three months of realistic sample data.

Is PHVIQ secure?

PHVIQ uses role-based permissions, human approval for money and messages, audit trails on records, locked accounting periods, ledger integrity checks, health checks and backups. We do not claim certifications we do not hold; an independent penetration test is on our roadmap.
